NPC #1: "Sparky" - Caster type

Physical Description:  
The one thing that makes him stand out his is unusually bright red hair, changed from brown after he accelerated. What used to be eyes of dark green are now light green. His complexion remains fair. He stands at about five feet and seven inches in height.
Like any typical teenager, he dresses in style but with practicality and comfort in the mix where he can move around easily, and at the same time blend into a crowd without notice -- but his own idea of style leaves an impression of people. More often than not he adds that little something, like using a pink hair tie to gather his hair at the top of his head, mismatching his footwear, heart-shaped sunglasses, neon nail polish, etc.

Personality:
A tad too playful and mischievous on the outside, otherwise he is serious and realistic. He playacts the role of a regular teenager: friendly, cheerful, slightly perverted, athletic, lack of interest in academics, game junky, and what other ordinary teenage boy would do. Within, he has a sense of detachment to everything and everyone around him, where he appears to treat all equally but never commits himself to them.

History:

From a middle-class family of four, him being the eldest child. A bit of a clown in class but he had friends aplenty who laughed, hung out with him, people he could rely on and he wouldn't have it any other way--- until the night burglars invaded his home. He woke up to the screams of his family and a knife flashing over him. In the next instant, when the knife came in contact with flesh, flames had burst out from the tip of the blade and then quickly enveloping everything around him.
The next time he woke up, he found himself in a hospital bed with a raw burnt scar on his chest. Authorities came to see him with the news that his house had burned down, the only survivors were him and his twin. With what forensics could tell, the burglars had murdered his parents before setting the fire and getting themselves caught in it --- a report they immediately amended when his acceleration triggered again in knowing of his parents' death. It was then the authorities took an immediate interest in his condition.
It was a few days later when details of the investigation seem to have cleared when his friends were finally allowed to visit and were shocked to see the changes in him.With the recent announcement in the news about Accelerators, they immediately knew what he had become. The visits never occurred again after that.
Some time later, people in suits arrived to take him in custody with explanations about a new school he was told to transfer in, refusing wasn't an option. He was now the government's responsibility.

In Accel records, he is the only known Caster type to be discovered.
The government uses him in training other accelerated humans. He easily follows orders (he just never mentions why, when and how) of developing their skills -- by simply attacking them without warning whenever and wherever he likes. To newly awakened accelerators he's the antagonist, to those who've encountered him after getting singed simply can't understand him.
He has no choice but to obey if he ever wants to see his brother again who have been in comatose for over 2 years. He disobeys and his brother may be subjected as a research specimen, very much like what had occurred with the sisters Lizard and Sword. In these two, plus the temperamental Dr. Enkil, he has found an unlikely ally. To others he's a stubborn and sarcastic brat who hardly listens to what he's being told. To these three, he trusts implicitly without fail.
He goes to the Academy sometimes as ordered to do so, he just rarely shows up in class nor in training, but fellow students will see him around the campus due to his eye-catching fashion sense. He doesn't talk to anyone unless they start talking to him, nor does he approach them unless they come near him first.
His social treatment in the accel world is held in awe, being the only Caster type and a powerful one at that. There are also those who begrudge him his ability.

- Jeremy (twin brother) - under government medical care, has been comatosed since the burglar incident. Was miraculously protected from the flames without a singe. Jesse doesn't know his brother is being kept from him.
